MONTROSE  -  After a hotly contested battle for the Montrose County Board of Education election, a winner has finally been declared.  Montrose County announced that Tom West is the winner in that race.  His victory comes after a two week period in which the county was forced to verify 108 ballots.  Those ballots had been flagged because the signatures on them were different than the signatures in the database.  37 of those have been verified….
