MONTROSE  -  Bill Patterson, who is currently serving as an at-large member of the City Council, says he is seeking the District IV seat because he feels he’d like to finish the work he started.  The District IV seat is a four year term and would give him an opportunity to do just that instead of just running for re-election for his at-large seat.  The District IV seat is currently held by Mayor Kathy Ellis….
