The arrest affidavit of the Delta County man accused of second degree murder in the death of his wife has been released. Billy Kissner was arrested in May and charged with second degree murder. Kissner’s wife died in November 2010 and was found in the couple’s hot tub. According to the arrest affidavit, Kissner apparently confessed to the crimes through several handwritten notes that family had given police. Kissner’s preliminary hearing was moved from August ninth to September fourteenth.
