Montrose city manager, Bill Bell, has been chosen to speak at this year’s Downtown Colorado Inc. Annual Conference which will be held in Golden Sept. 12^th through 14^th.  His presentation will be a part of a conference session entitled “Innovative Financing Strategies for Downtown Redevelopment” and the target of discussion is on creating microloan funds using USDA grants.  Bell has hands-on experience in the implementation of small community economic development programs.  He also serves on the board of directors for DCI, a non-profit membership association committed to building better communities.
