The Grand Junction Police Department and the Mesa County Sheriff’s Office announced that there was a decline in underage drinking citations at Rock Jam this year. Officers issued 23 summonses to underage drinkers at the concert this weekend. The amount of citations was at its highest in 2009 at 78, and it has declined every year since.
