A referendum that’s not getting much attention these days is one Gov. Hickenlooper wholeheartedly supports.  It’s Referendum S which according to Hickenlooper is designed to get rid of some antiquated state personnel rules that don’t make sense.  Two former governors, Bill Owens and Bill Ritter also support the referendum.  They all feel it will eventually save the state money and time and as well as help hire top job prospects.  According to the Daily Sentinel, under the current system only the top three candidates for any job are considered.  This referendum would include the top six candidates and would also eliminate the competitive tests being given.
