Federal officials have paved the way for many western states to set aside public lands for the use of solar power plants.  Interior Secretary Ken Salazar says this will lead to faster, smarter utility scale solar development.   In essence this new direction will replace the previous first-come first-served system of approved solar projects which ultimately bogged down government land managers.  The new solar energy zones consist of 280 thousand acres in the west including Arizona, Utah, New Mexico and Co.
